You can't send an email to amother user on the same computer without an
internet connection. In general email needs an internet connection. Now you
could use IIS or a third party app to get a email server running on the
computer, but I have never seen one that sends email to another user on the
same computer. They usually send over the internet or thru a network(lan).
But you can send another user who's logged into the same computer a
message(not email). With both users logged in, right click task bar, task
manager, users tab, right click the user, send message.(I believe users must
have admin or possibly power user rights for this to work)

To do this, you need mail transport agent (MTA) software running on your
machine to send the mail, and you need a service (POP3,IMPAP, etc.) to
get the mail into Outlook. Windows XP Pro provides MTA with SMTP service
that is on the CD but not installed by default. I've not found any POP2
or IMPAP services.

I have no personal experience with Microsoft's SMTP software. I've
looked for, but not yet found, documentation about how it is to be setup
and operated.

My hunch is that all this would be relatively complex for you to setup
in XP simply due to limited resources and documentation (or maybe I'm
missing something). I'm sure it's not impossible, though. In most Linux
distributions, these services are provided by default.

Sure you can, but maybe not with Outlook Express. My Email reader
understands 'local email', and just sticks it in the right in-box,
without ever going near the Internet.

That's cool. Thanks for the info. Are you using Agent for email?

Same as the news client - Turnpike. But then, it was designed as a
multi-user news/mail collection system way back in 198x or something, so
the concept of multiple users/PCs isn't a big surprise for it.

Cool, I just checked out there website. Looks like a nice program. They call
it an offline email client, so now I understand how it can send to users
without internet access or an email server. I going to check it out.
