Mail not sent from Outbox

When using the Do Not deliver before Options, the mail never leaves the
Outbox. It was working in Outlook 2000 and stopped working when upgradeing to
2003. I am running Exchange 5.5. Clients still running Outlook 2000 have no
problems!

Are the Outlook 2003 clients running in on-line or in cached mode? If in
cached-mode (the default), Outlook must be at the "do not deliver before"
time (or later) for delivery to occur.
 
All 2003 clients are running in on-line mode

Another question: do the clients have any other accounts besides the
Exchange account? That's pretty much equivalent to cached mode in terms of
how deferred delivery is handled, so Outlook would still need to be
running. If there are no other accounts, though, the problem is on the
Exchange server itself, because in the case of a single on-line account, it
is responsible for the deferred delivery.
