On occasion I've have the mail icon showing in the right hand task bar, but
when I go restore the mail program, there's no new message, anywhere. Tried
refreshing, but the icon stays, only way to get rid of it is to re-boot. Just
closing/opening mail does not clear it.

Any message rules used? Anything in Junk Mail? Anything deleted via rules
will still cause the icon to appear.

Right click on a read message, select Mark As Unread then go back and mark
it as read will remove the icon.

No rules are being used, nothing in junk mail, nothing shows up in the inbox. Icon shows up on its own. Gremlins maybe?

Do you have anything installed like anti-spam or are you scanning the email
with your AV software? Blocked Senders. Message Rules.. Double check there
might be something there. Wouldn't be the first time people forgot something
was in there.

Also mouseover the icon in the taskbar. Sometimes the icons stick there or
there are several of them and they go away because the mouse scares them.

I ignore it, problem solved.

The "You have new e-mail" icon doesn't go away like it should. If you reply
to a message rather than double-clicking it to read the message it's is not
'marked as read' in a way that the new message flag gets reset. You can get
rid of it by marking a read message as unread and then marking it as read.
