I started the VISTA Magnifier to see if it was something I could use, now I
cannot find a way to prevent it from starting each time I boot!

Where can I turn off the automatic start up of Magnifier???

In the taskbar you should have a box marked "Magnifier" click on it . select
"File", Select "Exit"
Tried it and that worked for me.
 
probably Control Panel and Ease Of Access center.
