Macros in Outlook 2k3

When I try to create a new message in Outlook 2k3 I receive the following
message.." The macros for this project have been disabled." I went to
tools/macros/security and tried all the different settings rebooting Outlook
each time and still receive error.
 
Most likely, you didn't allow OUtlook to complete shut down before restarting. I'd suggest you try again.
