Macros and Security

I have a macro in a spreadsheet that I am sending to 40 users. I have the
Macro Security set to Medium in the file. When some users open it,
#1 it gives them the question on whether they want to enable the macro --
this is fine.
#2 For other users, it does not give a question but instead it unlocks
everything and disables the macro.

Is there anything I can do to keep the medium security level saved in the
file so that the #2 situation does not occur?

Security levels are set at the application level, not the file. No, you
can't change a user's security level.

To be able to do so would make the whole idea of setting security levels
rather silly, wouldn't it?

If you applied a digital signature to your workbook, then users who
indicated that you were a trusted source could activate your macros
while disabling those from everyone else.

How do you add a digital signiture?
