Machine Debug Manager

Recently, every time I boot up I get the menu which
reads :-

"Machine Debug Manager"

"Machine Debug Manager has encountered a problem and
needs to close. We are sorry for the inconvenience".

I select "Close" and everything then seems to work
normally.

How can I get rid of this message ?

click start then run type msconfig disabile that utility
in the start up tab
