Lowest cost of ownership A4 ink jet for UK use ?

We need to get a small printer for low volume office duties. Colour
would be nice, so would full duplex and being able to print on the back
of scrap A4. A near a near photo quality mode would be good too, but
the most important thing is low ink costs.

Ideally we'd like to self refill cartridges.

What's the best option ? I've had poor experiences refilling Epsons,
better with HP, heard terrible things about Lexmark, but would we be
better off going for Cannon or somebody else altogether ?

I was frightened by the idea of a conspiracy that was
causing it all.
But then I was terrified that maybe there was no plan,
really. Is this unpleasant mess all a mistake?
