Low level network usage - virus, spyware??

I've noticed consistent network usage of 0.05% on the Networking tab of the
Task Manager on my system and cannot figure out the cause. AVG has not
found any viruses. Are there any utilities that can identify which
process(es) is (are) using the network? I have installed Skype, but I shut
it down and network usage stayed the same.

For monitoring processes and outgoing traffic, there's Port Explorer (trial
version is free), and TCPView (very lightweight and free):
