Does anyone know any good low-level format tool that would work on every

Not likely. You are better off identifying the maker of a particular
hard drive, then going to their site and seeing if such a tool is
available there. IME such tools are always free.

I don't reply to trolls like Andy Mabbett, Doc (who uses sock puppets)
or Roger Johansson, for instance. No adware, cdware, commercial
software, crippleware, demoware, nagware, PROmotionware, shareware,
spyware, time-limited software, trialware, viruses or warez for me, please.

....or you can use UltimateBootCD. I think there are all tools of all HD
manufactures on this CD and much other tools too.

True low level formatting is not something you would want to do. If you
mean "zero fill" - which is what is normally meant nowadays, just Google
it.

Maxtor's PowerMax works on every working hard IDE drive I've
tried. Quick check, surface scan, initialize with zeroes.

.... Remember, Republicans traditionally get in trouble over money, while
Democrats get in trouble due to sex. This is reasonable, because very
few people are interested in a piece of elephant.
