Low available memory at boot up

We have a server that is showing low available memory in taskmgr at bootup.
When we go into taskmgr as soon as we can after logon, available memory is
extremely low. It slowly builds up to a reasonable amoutn over about 20
minutes. In the mean time, users can not access some SQL applications on the
server. This machine has 1GB of ram with SQL set to use 128MB. Another issue
with this machine is that when IE 6.0 is launched it takes about 20 minnutes
before the web page is displayed. If you go to another page, it is another 20
minutes. It seems like opening most any windows system program takes about
the same timie for it to appear and be usable. Sergver has been scanned for
viruses etc. with latest updates for the scanning software. System runs fine
in safe mode.

Any ideas? This is driving us nuts.

Task Manager|Processes and see what process is consuming the mem/cpu

I can't reboot the machine at the moment to see what is consuming memory on
bootup.

First thing this morning however I could get into IE with no problem and
browse to various sites. Available memory was over 500MB. Now however with
available memory running around 450MB and below, IE is back to taking 20
minutes or so until the home page appears. Current snapshot of taskmgr shows -

Seems like we should be ok.
Biggest user of memory is SQL Server at about 166,816K and then a process
called EIMServer.exe which I think may be Websense running at 95,128K. Five
processes between 30,284K and 10,764K and then the rest below 10,000K.

Do we need to add more memory to the server?

We ran sfc /purgecache and sfc /scannow thinking that some system files
might be corrupt and there was no change in symptoms.
