I have a couple of windows that load outside my normal view. I see their
name on the Task Bar. I don't recall how to move these windows back into
view.

Crank up your resolution bring them back into view, and change your
display resolution back to what it was,

FWIW http://powerpro.webeddie.com/ has an option of popping your
windows back to the middle of the screen, if they are to the side and
you hit them with the mouse.

One is the full screen when video play. Other times it can be from newly
installed software. They window is there, but off my screen somewhere to the
right.

Simply Right click over the name of the window in taskbar and choose "Move"
and then use keyboard's cursor keys to move them and hit Enter.

I seem to recall in the past there was a way to manually drag a window
without the use of a mouse, but I don't recall the key combination.

The "move" option is not available. I thought this same thing.

Left-click on the task bar icon first. Then when you right-click, the Move
option should be available.

"Restore" it first and then choose "Move" but i don't think this will help
becuse if the window is maximized then it should be in the center but hope
this work
