Lost Windows Focus after logging onto W2K Server

I've notice on our Windows 2000 Servers with SP3 that I
can open a window after logging onto the server, and that
window will lose focus immediately after the userinit
process ends. This is frustrating because I need to
reselect the window. Any reasons why this might be
happening?

May cause by a login script or any kind of program at autostart.

That's what I thought as well. There is no logon script
applied to the account that I'm logging in with. I
disabled as many non MS services that I could, and it
still occurs. Is there a MS service that could be causing
this?
