lost photo

i have lost a photo on my computer and was just wondering
if ther was any way i could retrieve it , the pic was
deleted over a year ago but its an in portant pic,i have
heard that just about anything can be retreived from the
hard drive if you know how to ,is this true ? plus ive
had to re instal my system since and start from scratch
would this affect my situation on this matter, thanks for
any help to any one who can answer any my questions

help you find the lost file. Considering the time
factor...I wouldn't be expecting too much.
