Lost part of screen context menu

When I right click on the screen, my context menu is missing "Arrange
Icons By...," "Undo Move" and "New." Anyone know a fix?

Short of a complete fix, where in the registry is the entry for
aligning icons to grid so I can unsnap them to the grid?

Thanks, but I think these references tell me how to hack the menu (in
shell32.dll). They don't tell me how to solve my problem.
