Lost News Icon in Outlook 2003

Just installed Vista Business and now I lost my News Icon in Outlook 2003

I have set Outlook as my default under IE 7.0 - but no luck. It is missing
from the Command Folder.

How do I get it back.

I want my Outlook to go to Mail for News.

Outlook uses Outlook Express for news, but it can't install OE on Vista.
