Actually I can't say for sure it was always on there because I've never used
it. However, it's on every other computer with XP I've ever used. It's not
even grayed out, the option is simply missing from the properties window,
although there's still a blank space where it should be. Can anyone tell me
what happened and how to fix it? Thanks for any answers.

Turn OFF "Prevent grouping of taskbar items" from gpedit :
.... Click Start
.... Click Run
.... Type gpedit.msc
.... Under User configuration, Go to Administrative Templates\Start Menu
and Taskbar
.... Double click "Prevent grouping of taskbar items"
.... Choose "Not configured" > OK

Same thing from registry :
.... CLick Start
.... Click Run
.... Type regedit
.... Go to HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
.... Delete "NoTaskGrouping" from right side
