That's the Menu Bar.
The WLM Team decided we didn't need it taking up screen real estate, so they
HID IT!
To see it momentarily, just press <Alt>. To toggle it on or off, press
<Alt>+M, M. (There are other ways to do this, such as that funny-looking
icon on the Toolbar, near the "?" for Help.)
If you'd like to tell the WLM Team how YOU feel about hiding the Menu Bar,
just click Help (on the Menu Bar, of course) | Send feedback...).
Oh, I forgot. This is the newsgroup for Windows Mail, not Windows Live
Mail. And all development on WM ended over 3 years ago. :>(
