In outlook I went under "detect and repair" to fix some problems I was having
not realizing that I would lose my e-mails and my contacts. Is there a way I
can get them back?

Detect and Repair never touches your data.
Where was your Outlook data stored?
If you don't know that, at least provide your Outlook version and whether
you were running locally or against Exchange Server.

I don't know where my outlook data is stored. I'm running the student /
teacher Outlook 2003 and I'm running it locally.

Thanks

Then the easiest thing to do is search for all the Outlook Data Files on
your hard drive (*.pst) and open each in Outlook (File > Open > Outlook Data
File) until you find your data. Most likely the file that is the largest
and/or most recently modified will be the one.
Once you do, you can simply reset your current installation to use that file
as its default.
