Lost my control panel

Hello,
I don't know why for sure,but all of a sudden my "control
panel" in the start-up menu is missing. At the top right
side everything else is there, control panel used to be
above "search" and below "my network places". I use my PC
as administrator, I have SpyHunter,Norton Utilities/Disk
Dr. and all Windows and security software is updated.
Possibly happened after changing some settings in>"control
panel">"display">"settings" so as to save on CPU usage-
[got rid of a few bells and whistle's] as described in an
a posting/article I had read somewhere,in a reputable
place, now everything looks different-all gray,which is
fine. Ive used the control panel>"diplay" many times and
have gone from all kinds of fancy customizations in the
display, to deciding I don't need them and scaling back.
The "new view"[or whatever its called]not "classic" has
always been checked. Also been dealing with a problem in
another account set up on this PC-[husband's]-he was not
able to access internet [IE-6], some "runtime error" so I
changed the "user" account into "Joe" and had a few
problems but it worked anyway, now there are other
problems in that account, of a different nature-having to
do with Symantic,I think, waiting to hear from them after
a lengthy description...{pheww!}
I just want you to know that I REALLY appreciate you techs
out there who take the time to help out!

Hi, right click on Start - select Properties - click
Customize - Advanced tab - click 'Display as a Link'
under Control Panel.

I'm not a tech, just an ordinary user. Try right-clicking the start
button, properties, customize, advanced. See if control panel is still
selected to be shown on the start menu. If not, select it and
apply\okay your way out.

Incidentally, you can also get to control panel via RUN, type
"control" in the box (no quote marks).
