Lost Folders in Outlook 2003

I am an IT Manager for a school network and I am slightly perturbed at something that has now happened twice causing the loss of some valuable saved messages.
Within my Inbox I created a folder for saved items I wished to retain. I cleared this out and when I deleted one message the whole folder dissapeared with no warnings and was not in the deleted items folder. I investigated and editing the registry key to dumpsteralwayson I found the folder and pressed the key to restore it and it seemed to work but dissapeared again but unfortunately not back to its original location Where an earth has it gone? This has also happened with another user and I am not very happy as you can imagine. If the folder was recovered I cannot get at it and have no idea where to look Any help appreciated
 
Cached mode or traditional? If traditional, is an OST file and working
offline involved in this equation? The reason that I ask is that it is
possible to get a folder created in the OST (while in cached mode) and not
have it replicated back to the server so traditional or online clients can't
see it.

ps - to duplicate. create a profile that uses cached mode. logon and let
it complete a sync cycle. now configure the outlook profile to not use a
cached mailbox and create a folder with some items. quickly quit before
outlook can sync the data back to exchange. start outlook (should be
traditional at this point) and viola, folder and items should be missing.
so the motto of this story, is watch that ost file carefully (start offline
if you can and see if your missing folder is there).

oh i forgot to mention. if running in cached mode and you recovery a
deleted item, it can take up to 60 seconds for the item to be visible again.
(sync delays)
