Lost 'Desktop' Tab on Display Properties

As it says, the Desktop tab on Display Properties has gone missing. The odd
thing is, when I login using Remote Desktop, the Desktop tab is there, but
all the options are greyed out.

I am logging on an an account which is a member of the Administrators group.
I've looked everywhere in the registry and Group Policy to see if anything
as been set!

Windows XP Pro, SP1, Classic Shell, with all MSFT patches up to date, BTW.

Any ideas?

to Item No. 128. In the right-hand column, click on
"Restore Desktop and Screensaver Tabs".
