Lost administratiive tools on xp pro system

Hi,
I installed a modem and lost access to admin tools, it's just a blanked out
screen now.
Could just be a coincidence. I made a restore point just prior to
installing the modem,
and restored to there, but that didn't fix it.
To get there I go to start, control panal, performance and maintenance, and
then click on aministrative tools.
There was a group of shortcuts for the tools, but the shortcuts are gone.
Can anybody tell me how to get them back?

I saw this happen once before and to fix it had to reformat and re-install
everything.

You will find them in C:\Windows\System32. Just rt click on each and
choose send to desktop as shortcut.
 
I got the fix from a different newsgroup, here it is:

Right-click the Start menu and choose Properties.
Click the Customize button on the Start menu tab.
Check the box for "Display Administrative Tools"
