Lost ability to drag shortcut icons off desktop to taskbar (It's not locked)

I can no longer drag onto task bar; whereas previoulsy I'd get a
vertical line where I wanted to drop just get NO ENTRY.

Uncertain when this started.

Any clues valued.

If you have a toolbar, such as the Quick Launch bar, you can drag to
there. But you can't drag to the taskbar.
