If this has been brought up previously, I apologise in advance....

I find that from time to time I lose the task bar/start button at the bottom
of the screen. This means closing down by switching off the power from the
machine.

Windows XP Home Edition

Where does it go, and how can it be retrieved please? Any help would be
very welcome.

You don't have to switch of the power in order to close your PC. Just
press ALT+F4 and the shutdown windows will appear.

See if anything here helps:

I think there is nothing wrong with your taskbar except the size. Maybe you
have reduce the size of your taskbar. Move your mouse pointer near and
center, where your taskbar was before. Your pointer will change into
"Vertical Resize" shape.
Try expanding the size of taskbar to upper side.

Hope this helps you, let us know!
