looking for tool

I'm looking for a tool so you can prevent users from doing what they want on
a standalone PC.
I remember that Microsoft has such a tool but I can not remember the name.
The tool is specially build for schools and public libraries so you can
block stuff on your PC. Can anyone give me a hint.

Good app, but beware: You have to manipulate partitions and
uninstall is a PIA if you don't keep the instructions handy.
Most heartaches can be avoided by reading the documentation
before using this tool. It's not really for the beginner.
