Can you specify your needs a bit closer? At the moment no *general*
tool for this comes to mind. Very close comes Textractor:

But WinExplorer or SysExporter from Nir Sofer might better fulfill your
needs:

Another good program is TextGrabber from Eric VanHeest. Dunno, if he
still has an own download for that one. But it is available at Winsite:
