There's no business model that justifies anyone creating Access templates
except Microsoft. Others who create examples tend to post complete databases
that you have to go in and modify if you want to change something, rather
than having forms from which you make selections, as in the templates.
I don't know of a template for payroll for Access 2003 or earlier, and I
don't believe all the new templates for Access 2007 are yet published
(though some are). I'd guess, because of many differing state laws that
apply, it may be difficult to find what you are looking for (a template, or
even a generally-applicable sample/example database).
There are a number of accounting products that might have what you want at
reasonable cost, and some have ways to allow access to their data from
