Looking for HotFix

I am trying to locate the HotFix mentioned here:

and here:

http://www.videocard-forum.com/ati/TV_tuner_locks_up_157922.html

When I tried to go thru support, they sent me the DELL, the provider of my
system. DELL of course don't know diddly and send me to Microsoft...

Can anyone else help?

Hi, You *Must* contact Microsoft directly by phone to obtain it.

{A supported fix is now available from Microsoft, but it is only intended to
correct the problem described in this article. Only apply it to systems that
are experiencing this specific problem. This fix may receive additional
testing. Therefore, if you are not severely affected by this problem,
Microsoft recommends that you wait for the next Windows XP service pack that
contains this fix.}

Hi,

When you call for the hotfix, do not tell them you are using a Dell system,
just immediately tell them you need hotfix KB817589. Do not offer any
additional information other than what is asked of you.
