Looking for a Program to Fake an Email Bounce

....it needn't be super-sophisticated as the person whom I wish to
"bounce" is a dim-wit with a low-watt brain.

Yes, I COULD report them to their ISP but I happen to know that other
family members use that Internet connection so it would penalize the
entire family.

All I need is to make it appear that their messages are bouncing here
and that will be sufficient.

Any ideas?

I use WIN XP.

ISTR that ScanMail will do this.

It's written to look at your POP3 inbox while the mail is on the
server. You can decline to download some emails. I believe that the
server then sends a nondelivery message back to the sender.

I think that's the one I used. Maybe I was doing something wrong. I
use POPmail now, so I don't remember.

I'm feeling too lazy right now to do an intensive search for a
program, but for the OP,
