Long turn on time

There is a five minute delay between time of turning on
PC and start of loading XP. Then another minute to load
the XP program. Where is the setting to reduce the delay
after the power switch is on and something starts in the
pc. This is a model 820P Sotec laptop. The delay was
not present prior to a 3 week period of no usage.
