When I open Windows Mail Security Window appears and wants my user ID and
password.

When I put it in the window keeps popping up. I cancel and cancel and get
error message 0x800CCC92 I can access my email account through hotmail so
my user Id and password are correct.
 
Windows Mail does not work with Hotmail accounts.
Are you talking about a non-Hotmail account? If so, try deleting it,
close WinMail, reopen, then recreate the account.
