Noticed since installing SP2 the delay between when the logon screen is
available till when ide drive activity ceases had continued to increase.

Another difference is that I used to be able to select my logon, and would
get an immediate response for a password. Despite any ide/scsi led
activity. And windows would immediately go to the desktop opening. This is
now delayed some 10-30 seconds, seemingly no response in the meantime
waiting for password dialog box.

Windows seems to check all my ide/scsi devices before presenting the logon
screen, then does it again after presenting the logon screen. Didn't
notice full check of all before logon screen before installing SP2.

No hardware or software has been added. Originally had XP_HE w/SP1. Why is
this happening, and is there is fix?
 
Have a look at your services running, eg via
Control Panel > Administrative Tools > Services

There may be some services there, that may not be essential to your needs,
and you could consider disabling

eg such as

Security Center
Windows Firewall
Wireless Zero Configuration
etc
