if employee A is logged on to a client and does not log off how do you keep employee B from using a progam that needs a logon user name and password. I would like to restrict access to programs to all except the person logged on to the client.
 
I just set a screensaver password lock after 5 mins of activity via gpo - it decreases the probability of opportunistic logon hijacking.

Would you explain how you did that , so others that may want to use, can do it.

I am assuming there is a windows 2000 server in the org somewhere.

It's just a case of enabling the screensaver policies in
UserConfig/AdminTemplates/ControlPanel/Display for whatever group policy
covers whatever user organizational unit you would like to affect.

No doubt there is a cleverer way, but a domain policy enforced screensaver
lockout is one of the most user-appreciated security features.
