ok to answer your question it did not let me log on with the new account it
start laoding personal settings and then it restarts again.
4 things to do
1
as a general rule,, disable the automatic restart, start..ctrl
panel..system..advanced.. startup and recovery settings, uncheck
automatic restart
see if you get a blue screen or error of some kind next time you try to
log in. You may just get a freeze.
Either way, you should get an error listed in event viewer.
start..ctrl panel..administrative tools..event viewer
I would check udner "system" - at least first. And look for red
crosses. Maybe look for yellow exclamation marks. But in my
experience, red crosses under system tend to cause freezes or restarts.
this is very much diagnosis

another diagnosis method.
you could run bootlogxp by greatis
http://greatis.com/utilities/bootlogxp/
I've never tried it when I couldn't log in at all. But I think it could
still work. Try installing it in safe mode, from there as that
bootlogxp web page pictures, click "test at next boot"
Then let it boot to nornal mode..
Then when that hangs. Reboot into safe mode, and hopefully your results
from that boot will be there.
You will see the exact file where it hung.

I have seen 2 systems that didn't geti nto windows, I unplugged the
usb devices and it got in. (I plugged them back in afterwards).
Actually bootlogxp helped me find that.. So maybe I did once try it
when I couldn't log in..
So, do try bootlogxp, and also, just try unplugging the usb devices.
I think maybe safe mode doesn't autodetect usb devices. In normal
mode, , you see when you plug in a usb device, it appears in device
manager. Remove it and it disappears.
Somethign is loading up and causing the crash. Bootlogxp should find it
and may be quicker as a route to a solution, than reinstalling
windows. It's also good incase the problem occurs again - you'll know
the cause or how to avoid it happening again.

you could reinstall windows. That'll almost certainly solve it - if not
then it narrows it down greatly.
before reinstalling.. see if bootlogxp helps. Also, you could try
disabling many things from starting up.
start..run..msconfig
Also
Startup control panel, autoruns, codestuff starter <-- better than
msconfig
I seem to recall that one of those programs is a it dangerous incase
one clicks/deselects the wrong thing. I don't use these programs much.
I think it was autoruns, is a powerful program - but may have that
danger aspect if you're nto careful. So, try the others first!
