Logon loop

I stupidly clicked on a hyperlink about mobile phones.
This installed loads of hyperlinks for Casinos on my
desktop and program shortcuts, as well as a couple of
programs.

I've deleted everything I think should not be running.
One of the deleted files was manage.exe. I think at this
point Windows may have warned me I was deleting a file I
shouldn't have, but I was sure this was not the case and
ignored the message.

And jacked up my IE security to the maximum setting.

All was well until I rebooted.

When I get the press Ctrl Alt Del to logon screen, I can
choose wether to logon locally or to my domain. Neither
options works.

Instead, the background goes black whilst windows attempts
to load my local user profile settings, then the Press
Ctrl Alt Del to logon appears again.

I'm stuck in a loop. I have tried rebooting in safe mode.

Same thing.

I can accesss the C drive, by booting from the OS install
cdrom and choosing repair.

But now what. I just want to log on successfully.

Please help.
 
OK, here's the steps of what I see and do

1) Boot XP Pro
2) Prompt Press Ctrl-Alt-Delete to begin
3) I logon as administrator locally
4) Screen background goes from blue to black
5) Message says
Please wait...
Loading your personal settings...
6) I wait about 35 seconds, which is normal
7) Message says Logging off...

Now we are back to the default blue background step (2)
Prompt Press Ctrl-Alt-Delete to begin

And away we go again !!

Really really frustrating and irritating.

Please help me out.
