Logon Denied

Any user on my network who tries to log on gets the same error: "The local policy of this system does not permit you to log on interactively."

I've made sure nothing is added under the Deny Logon Locally and I've added everyone to Log on Locally in the domain policy. Not too sure where else to look.
 
Just make sure that these policy settings are consistent
all along the chain of application of GPOs (Local, Site,
Domain, OUs) If a policy is enforced by a GPO and denied
by another GPOs down the chain, the resulting policy will
be the last applied.
