How can we view emails that have been deleted perminently? Also, is there a
way to record incoming and outgoing emails. I use Outlook and Spampal on XP
but I don't think spampal keeps a log. This is for Vista home.

No, but the only email program you mentioned in your problem
statement is "Outlook".

You mentioned that you use the Outlook email client. You mentioned "Vista
Home". That is an operating system, and Outlook can be installed on a "Vista
Home" computer. Vista does come with an integral email client: It is called,
"Windows Mail". You really need to specify which client you use when you
post a problem statement. That information is normally obtained from the
"Help | About" menu of the application.

Best practice, when seeking assistance, is to specify both the operating
system, including version, and any service packs, if applicable, ***AND***
the application, including version, and any service packs, if applicable.
 
Be careful about specifying the exact name of your email program
because there are several similarly named ones. I'm assuming you
meant "Windows Mail".

There is very little chance of recovering permanently deleted emails.
You can try a file undelete utility, like Recuva:

Windows Mail has no facility for logging emails.
