Logging on locally disconnects Remote user without warning

Hello,

Using Windows XP Pro with 5 users and all of the users are setup as
Administrators.

One of the users will connect up remotely via Remote Desktop through our
VPN.

Then a local user will go to sign on to the XP Pro unit that currently has
a remote user connected. When the local user logs in it automatically
disconnects the remote user without any warning to the local user.

Right now we have to make sure the local user looks to see if anyone is
currently logged on to the computer and verify they are not connected
remotely so they don't kick them off by accident.

Is there a way to make sure the local user trying to log in gets a warning
when they try to login????

If we turn the situation around and have a local user logged in first and
then the remote user tries to login then the remote user gets a warning.

Remember all the users are considered administrators.
