logging into XP in safe mode ?

i have setup an account with a password to keep my files ect from other
users,
but i find that if i boot into safe mode i can get to all files and change
ownership.
and no one has to log in with a password.
how do i set it up so that a password is needed in safe mode.

The same password that's needed to login to an account in normal mode is
needed in safe mode. So make sure all accounts have a password. I am
thinking you are using XP Home in which when booting into safe mode the
built in Administrator account shows up. It has, by default, no password.
So login to that account and assign it a password.

Simply set a strong password on the built-in Administrator account.
