Terry,
See if you're able to login as Administrator (in Safe Mode, for XP Home) and run SFC /Scannow to restore any missing system files. Checking the Event Log is also a good idea.

I have Win XP home, and I have the exact same issue as geophx. When logging
in it looks like it's about to go in, but bounces back to the Welcome screen.
This seems to happen when two other users (say my wife and daughter) are
already logged in. The limit seems to be two users. This began recently
after a rash of virus/spyware issues, but we also installed SP2 recently.
Not sure which is the culprit.
In the process of trying to get rid of spyware, I "manually" deleted a
number of temp files under our three user accounts, using Win Explorer. I
only went to folders like "temp" or "temporary internet files" etc, but I do
recall seeing a couple of "index" type files or something with the word
"icon" in it that I thought maybe *should not* have been deleted (in
retrospect). So maybe I deleted one file too many?
I tried the "userinit" thing you referenced, below, but my registry appeared
to be OK. I also did the replace file from CD thing, just in case my virus
had cleverly used the name "userinit" for a bogus file. Didn't help.
Finally, I also simultaneously began having a logout problem. Quite often
(daily) when a user logs out, it hangs on either the wallpaper screen (after
the icons and start bar disappear), or on the "Save Settings . . ." screen.
The mouse arrow still moves, but the keyboard seems dead. All I can do is
cold-boot.
Any help is greatly appreciated.
