Some of my family are unable to logg off or turn off the computor when they
have finnished using it, can any one help as we have to turn it off at the on
off button and I am sure that is not the correct way.
 
That usually means the user has some software installed/running in the
background that is preventing the shutdown. Time to investigate. P2P
running? IM perhaps? Nasty "browser helper"?
 
There might be two issues here, first your friends are unable to logoff - you
might want to check if there are processes running at the background (just
like Bob I's response).

Second, your friends are unable to turn off your pc by pressing the power
button: there's an option in your CMOS that you'll need to configure in order
for your pc to recognize that your power button is for on/off. Depends on
which type of CMOS you have - check pc's manual for info.

Also, by holding down the power button for at least 5 seconds, it should
turn off your pc right instant.
