Usually uninstalling tweaking applications won't do the trick, the settings
remain. Restore is not likely to work either. What you can do/try is
installing those applications all over again and finding the setting you
used to disable the welcome screen and reversing it.

I don't know how your tweak app did it but it probably did it in the
registry.
Start
Run
Type "regedit" without the quotes*
Pound on the enter button or click okay
Drill down to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
In the right pane look for a "NoWelcomeScreen" value...**
If this is the method the tweak app used it will have a value of 1 or
00000001...
Right click and edit that value be 0 or 00000000
Hmm... I'm not too sure but you can probably just delete the whole
NoWelcomeScreen entirely and be all set but I'd try changing it first.
Notes:
* Just so you know editing the registry isn't the brightest thing to do
though many of us do it all the time. However, you have been warned. For a

** Before you do this it would be wise of you to right click in the
left-hand pane on the appropriate branch and selecting the "export" option
to save it to a safe location so that you might restore it.
