Log into sites

I can log into Yahoo fine but when I try to log into
Paypal or M & I bank I get a page can not be displayed.
What is the problem?

If the problem is with secure sites, which it seems to be, check your system
clock for correct time, date, and time zone. Reset, reboot, and try again.

Well I did change my time and restarted and it still
doesn't work.
