locking the users desktop

I am a tech in a small IT.
We were wondering if it is possible to be able to lock
the user's desk top?
So they can not change the desktop on us

or if some one can send us to an area to learn how to do
this correctly

What you are wanting is Group Policies. They can be implemented on the
server (assuming Windows 2000 and Active Directory). Way too much detail to
go into the process here, so I would recommend picking up the Resource Kit
for 2000, or getting something like Mark Minasi's book "Mastering Windows
2000 Server".

While it's possible ... I'm curious why you want to do this? The
desktop is about the only bit of the computer which is the user's world.
You don't lock down their real desktop, or do you?

Why not let them put the links they want? Let them have the background
picture theme they want? What's the harm? Does changes to desktop
actually incur added costs (real cash) to your company?
