Locking out ToolBars & Display Data Vase Windows

I have been successful in locking out the above and know that if I hold Shift
while opening the Data Base a I can access the above. However, when I put a
Password on the Data Base and hold Shift while opening, the data Base
displays as still locked out. I guess it is because you have to release the
shift key to type in the Password.
Any advice would be appreciated

Type in the password, then hold down Shift and press Enter (or click on OK).
