Locking down XP Home

Hi,

My 3 year old son uses my laptop to play toddler games and such. He can
only access his own profile in XP HOME, however he still has access to all
the menus, including control panel and such. As a result, I'm forever
re-installing the system from the restore CDs that came with the PC.

Is there anything out there that will let me control EVERYTHING on the PC?
So that he is not able to access certain menus or create multiple icons or
rename icons etc.,
