Locking cells

I have creatted a spreadsheet for auditing. I want one
person to enter information, Balance it, lock thier
portion of the docment mail to another who will add
information, balance and lock it and pass it to final
person for review. I don't want each preseeding person to
be able to change data entered by peson above them I need
to keep it simple. Any ideas I am using Excell 200.
 
Almost anything you do (macro or protection) can be overcome by any
(industrious) user.

I think I'd send separate workbooks and merge them later.

(Or trust them to only update their own stuff.)
