Locking cells from scrolling

I've seen this functionality in spreadsheets, but I can't
find info or the feature that can accomplish this. It's
like creating a framed web page, where only a portion of
the window actually scrolls. Does that make sense?

If so, you know the functionality I'm trying to create.

The purpose is so that I can create a title row that
doesn't scroll with the rest of the content.

Hi Dan,

In the top right corner of the spreadsheet, there is a small horizontal button. Drag it down as far as you need, then do Window>Freeze Panes.

Dan,

Put your mouse pointer on the very top of the scroll bar at far right of the sheet you are working on. You will see a double bar appear, left click at that point and drag the shadowed bar down below the line or header row that you want to remain on the screen when you scroll.

Or, you can select the row and then go to the Window tab and select freeze panes; however, this typically freezes the first 10 rows.

Either way, you can do what suits you best.
