lock task bar greyed out

how do I enable the option for lock task bar or a limited user? it was not
disabled last week, even before the critical update it was still OK, not
sure it went grey out since then

I tried reboot, no help
 
Also:

"Lock the Taskbar" option is grayed out in Taskbar properties:
